An Engineer by profession. Chief Okoye was a pioneer staff of the Federal Capital Development Authority Abuja. He was recruited by Federal Government of Nigeria while he was abroad to assist in the development of the Abuja Master Plan in 1975. He successfully accomplished that rising to the post of Director Electrical Services in the FCDA. On leaving public service he ventured into business in his familiar terrain of electrical engineering and made a huge success of it.

He is currently the Managing Director of CON Engineering Ltd. and has successful executed one of the National Integrated Power Projects leading to the privatization of the Nigerian power sector. He is also a consultant to many international companies operating in Nigeria and abroad. He is a member of COREN.
A philanthropist and humanitarian, he has brought this to the benefit of his community by the provision of electricity to schools and homes in Nibo where he is recognized, documented and established High Chief. He is also a knight of the Diocese of Awka.
